You can use a metronome to steadily increase the speed at which you can play.
Play your exercise at a tempo at which you're comfortable. That means you can play your exercise with no mistakes, and you feel confident and certain of each note as you play it. You can find your tempo by sliding the metronome dial until the metronome's speed matches your own. Increase the tempo by four and play your exercise again.
Playing your exercise just got a bit harder. Repeat it until you feel as comfortable as you did playing it at your first tempo.
Having mastered the exercise at that tempo, increase the speed again. Following this process you can take your quarter-note scales at 120 to sixteenth-notes at 160. Just make sure you're always in control -- positive reinforcement is the key! Don't practice mistakes.
